<br />Executive Session and Regular City Council- 4/7/03 <br />Page 15 <br /> <br />retirement incentive investigation; and further suggested <br />an analysis of private contracting for some administrative <br />functions (i.e., management/marketing at the Oval). <br /> <br />Further discussion ensued with Mayor Kysylyczyn and <br />Councilmembers reiterating their positions. <br /> <br />Mayor Kysylyczyn called the motion. <br /> <br />Roll Call <br /> <br />None. <br />Maschka, Schroeder, Kough and <br />Kysylyczyn. <br />Abstentions: Klausing <br /> <br />Ayes: <br />Nays: <br /> <br />Maschka moved, Kysylyczyn seconded, authorizing staff <br />to work out the details presented in the concept plan <br />presented in the staff report dated April 7, 2003, and <br />identified as a "proposed workforce Reduction Plan, Item <br />1, Early Retirement;" providing specific cost savings to <br />the City proj ected for those early retirements as they relate <br />to the use of Reserve Funds for 2003 budget revisions; and <br />to present that plan to the City Council on Monday, April <br />14, 2003 for further consideration: <br />l)Early Retirement <br />a) The City would offer incentives for <br />employees nearing retirement, whereby the <br />employee agrees to retire earlier in exchange <br />for three (3) months severance pay, AND <br />twelve (12) months health/dental coverage. <br />b) Employees electing early retirement would <br />receive a payout of their earned vacation and <br />compensatory time in addition to the <br />incentives noted above. <br />c) A window of opportunity would be <br />established, probably thirty (30) days. <br /> <br />Roll Call <br />Ayes: Klausing, Maschka, Schroeder and Kysylyczyn. <br />Nays: Kough. <br />
