<br />Executive Session and Regular City Council- 4/7/03 <br />Page 16 <br /> <br />Klausing moved, Schroeder seconded, authorizing staff to <br />investigate outsourcing and contracting operations; and to <br />direct staff to continue to pursue additional areas for <br />voluntary cost savings in each department. <br /> <br />Mayor Kysylyczyn spoke against the motion, but <br />expressed interest in reviewing areas that staff brought <br />forward if the private sector could provide more <br />efficiencies, citing the Public Works Department's ability <br />to produce itemized costs for operations, and compare it to <br />their competitors. <br /> <br />Ayes: <br />Nays: <br /> <br />Roll Call <br />Klausing, Maschka and Schroeder. <br />Kough and Kysylyczyn. <br /> <br />Kough moved, Kysylyczyn seconded, proposing that all <br />staff voluntarily take a five to ten percent (5-10%) <br />reduction in wages to ensure continuation of current <br />staffing levels. <br /> <br />Councilmember Schroeder spoke against the motion, <br />stating it was too early in the process to even consider <br />wage and salary reductions; and that cash flow was vital to <br />employees' well-being. <br /> <br />Councilmember Kough stated that his intent was not one <br />of implementation, simply put forward for employee <br />consideration; similar to the recently-adopted union <br />clause. <br /> <br />Kysylyczyn offered, Kough seconded, an amendment to <br />the motion, proposing a poll of staff on their receptiveness <br />to voluntarily take a five to ten percent (5-10%) reduction <br />in wages to ensure continuation of current staffing levels. <br /> <br />Mayor Kysylyczyn clarified that he could not support a <br />city-wide salary reduction, but was willing to poll <br />employees; and would be more supportive of a reduction <br />to salaries for two to three (2-3) specific staff positions. <br />
