<br />Regular City Council Minutes - 4/14/03 <br />Page 12 <br /> <br />implementation of the program. <br /> <br />Mayor Kysylyczyn repeated the motion and clarified <br />procedure, with the motion still pending to establish <br />direction, pending the outcome of the Public Hearing. <br /> <br />Kysylyczyn moved to close debate and sought a 4/5 vote. <br /> <br />Roll Call <br />Ayes: Klausing, Maschka, Schroeder and Kysylyczyn. <br />Nays: Kough. <br /> <br />After further clarification, Kough moved, Maschka <br />seconded, calling for a Public Hearing at the April 28, <br />2003 regular Council meeting for the purpose of <br />considering the elimination of the existing senior utility <br />discount program. <br /> <br />Roll Call <br />Ayes: Klausing, Maschka, Schroeder, Kough and <br />K ysylyczyn. <br />Nays: None. <br /> <br />IX. <br /> <br />Organizational Business <br />Councilmember Kough sought personal privilege of the body <br />regarding formation of a Compensation Commission, as <br />previously voted to establish by the Council, and asked where <br />that process was at. <br /> <br />Mayor Kysylyczyn advised that, now that the Council had <br />concluded the Primary Task Force, they were in a position to <br />implement another Commission, but he was unable to comment <br />at this time without his notes. <br /> <br />X. <br /> <br />Ordinances & Resolutions <br /> <br />Organizational <br />Business <br /> <br />Ordinances & <br />Resolutions <br />
