<br />Regular City Council Minutes - 4/14/03 <br />Page 11 <br /> <br />Further discussion ensued regarding the date of <br />implementation and public education regarding the <br />program. <br /> <br />Mayor Kysylyczyn asked the authors of the motion if they <br />would accept a friendly amendment to include the <br />implementation date in the motion; Councilmembers <br />Klausing and Schroeder approved the inclusion of January <br />1, 2004 as the effective date of the program. <br /> <br />Kough moved, Klausing seconded, a motion to table <br />action pending a Public Hearing to seek input from the <br />city's senior population. <br /> <br />Councilmember Klausing spoke in favor of the motion; <br />opining that he was always open to public comment and <br />appreciated hearing their viewpoints prior to making his <br />decision. <br /> <br />Councilmember Maschka reiterated his concern regarding <br />the 2000 census data and the poverty line; and whether <br />those in need were apartment dwellers that would not be <br />benefiting from the program. <br /> <br />Mayor Kysylyczyn spoke against the motion for a Public <br />Hearing, opining that the item had been under discussion <br />since November of 2002, and the public had ample time to <br />express their opinion to Councilmembers, the Commission <br />or staff. <br /> <br />Councilmember Kough opined that the discussion at that <br />point was extension of the senior discount program, not <br />elimination; and asked for additional time to present more <br />information prior to a Council decision. <br /> <br />Ayes: <br />Nays: <br /> <br />Roll Call <br />Klausing, Kough and Maschka. <br />Schroeder and Kysylyczyn. <br /> <br />Debate ensued regarding the application of the program <br />related to income guidelines; and the actual <br />
