Recognition Program for Outstanding Gardens and <br />Home Remodeling Projects in Roseville <br />Councilmember Klausing provided an overview of his <br />recommendation for a Roseville Stellar Home and Garden <br />Program, with a goal to provide positive reinforcement to <br />encourage citizens to invest in their homes and gardens, <br />and enhance neighborhoods. Councilmember Klausing <br />recommended that the program be funded through private <br />organizations and subsidized by the retail community; and <br />recommended referral to the Parks and Recreation <br />Commission and the Housing and Redevelopment <br />Authority for further study and recommendations as per <br />his proposal as outlined in his report dated April 14, 2003. <br /> <br />Mayor Kysylyczyn cOlnmented on the report; but opined <br />that it was incomplete and required more research by the <br />presenter as to whether there was a duplication of services; <br />whether the proposal was counter to city practice or <br />ordinance; and implications to maintenance funding <br />issues. Mayor Kysylyczyn expressed a willingness to <br />work with Councilmember Klausing independently of the <br />Councilor City in approaching other groups (i.e., 1-35W <br />Corridor Coalition and the Housing Resource Center) to <br />solicit their implementation of such a program; but opined <br />that this was not the role of City government during a time <br />of budget constraints. Mayor Kysylyczyn stated that he <br />would need more information prior to implementation of a <br />citizen advisory commission. <br /> <br />Councilmember Schroeder opined that the program <br />appeared to address those already having the necessary <br />resources; but a program needed to focus on how to assist <br />those who didn't have adequate resources to enhance their <br />gardens and! or homes. <br /> <br />Mayor Kysylyczyn stated that he had a completely <br />different interpretation of the report as it related to code <br />enforcement issues. <br /> <br />Other Business <br /> <br />Recognition <br />Program for <br />Outstanding <br />Gardens and Home <br />Remodeling <br />Projects in <br />Roseville <br />
