Recognition Program for Outstanding Gardens and Home Remodeling Projects in Roseville Councilmember Klausing provided an overview of his recommendation for a Roseville Stellar Home and Garden Program, with a goal to provide positive reinforcement to encourage citizens to invest in their homes and gardens, and enhance neighborhoods. Councilmember Klausing recommended that the program be funded through private organizations and subsidized by the retail community; and recommended referral to the Parks and Recreation Commission and the Housing and Redevelopment Authority for further study and recommendations as per his proposal as outlined in his report dated April 14, 2003. Mayor Kysylyczyn cOlnmented on the report; but opined that it was incomplete and required more research by the presenter as to whether there was a duplication of services; whether the proposal was counter to city practice or ordinance; and implications to maintenance funding issues. Mayor Kysylyczyn expressed a willingness to work with Councilmember Klausing independently of the Councilor City in approaching other groups (i.e., 1-35W Corridor Coalition and the Housing Resource Center) to solicit their implementation of such a program; but opined that this was not the role of City government during a time of budget constraints. Mayor Kysylyczyn stated that he would need more information prior to implementation of a citizen advisory commission. Councilmember Schroeder opined that the program appeared to address those already having the necessary resources; but a program needed to focus on how to assist those who didn't have adequate resources to enhance their gardens and! or homes. Mayor Kysylyczyn stated that he had a completely different interpretation of the report as it related to code enforcement issues.
