<br />Regular City Council Minutes - 4/14/03 <br />Page 16 <br /> <br />Councilmember Kough spoke in favor or recognizing <br />unique contributions to enhance the community. <br /> <br />Councilmember Klausing commented on the Mayor's <br />comments, reiterating the points of his proposal that <br />addressed the concerns expressed by the Mayor and <br />Councilmembers related to guidance to a Commission; <br />avoiding an expanded government role; private funding; <br />and the overall goals to impact neighborhoods and <br />motivate improved standards in neighborhood pride and <br />recognition. <br /> <br />Klausing moved, Kough seconded, referring the proposed <br />Roseville Stellar Home and Gardens Program to the Parks <br />and Recreation Commission and the Housing and <br />Redevelopment Authority for further study, as outlined in <br />Counciln1ember Klausing's report dated April 10, 2003. <br /> <br />Roll Call <br />Ayes: Klausing, Maschka and Kough. <br />Nays: Schroeder. <br />Abstentions: Kysylyczyn. <br /> <br />B. Citizen Advisory Commission Appointments <br />Kysylyczyn moved, Schroeder seconded, appointment of <br />Jerry Freeman to the Parks and Recreation Commission. <br /> <br />Councilmember Klausing spoke against appointment of <br />any commissioners prior to interviewing of all eight (8) <br />applicants. <br /> <br />Roll Call <br />Ayes: Kysylyczyn. <br />Nays: Klausing, Maschka and Schroeder. <br />Abstentions: Kough. <br /> <br />City Manager Beets advised difficulty in establishing an <br />interview date and time that was suitable for all <br />Councilmembers, and sought guidance from the Council. <br /> <br />After discussion, it was the consensus that interviews <br /> <br />Citizen Advisory <br />Commission <br />Appointments <br />
