<br />Regular City Council Minutes - 4/14/03 <br />Page 9 <br /> <br />suggested the City could possibly coordinate with them <br />and piggyback on their programs. <br /> <br />Councilmember Kough adamantly spoke in favor of <br />continuing the senior citizen discount as a courtesy; and <br />spoke against sending the issue back to the Public Works <br />and Transportation Commission for further study. <br /> <br />Councilmember Klausing clarified that were the program <br />to be needs-based across the board, those seniors who <br />qualified for the program under the Federal Poverty <br />guidelines would still be receiving subsidies. <br />Councilmember Klausing opined that the program was <br />within the realm of city government to financially make <br />Roseville a better place to live, and expressed his <br />reluctance to return the issue to the Public Works and <br />Transportation Commission, but that the Council needed <br />to make the final decision and could do so with the <br />information provided to-date. <br /> <br />Ayes: <br />Nays: <br /> <br />Roll Call <br />Klausing, Maschka, Schroeder and Kysylyczyn. <br />Kough. <br /> <br />Klausing moved, Schroeder seconded, extension of the <br />utility discount program to those individuals meeting the <br />Federal Poverty guidelines with annual reapplication. <br /> <br />Mayor Kysylyczyn clarified the motion with the author. <br /> <br />Klausing restated, Schroeder concurred that the intent of <br />the motion was to establish a utility discount program to <br />those individuals meeting the guidelines, no matter their <br />age. <br /> <br />Councilmember Maschka questioned staff regarding the <br />cost for administering the program; and the number <br />estimated to be eligible for the program (estimated at 20% <br />or 2500 households). <br /> <br />Finance Director Miller opined that, if the motion carries, <br />
