<br />Regular City Council Minutes - 4/14/03 <br />Page 10 <br /> <br />the number of current participants in the discount program <br />would be substantially reduced; and would recommend <br />notification to all customers in a future utility bill along <br />with other community-wide communication tools; with an <br />anticipated effective date for implementation of January 1, <br />2004. <br /> <br />Mayor Kysylyczyn recommended sending an application <br />form and income guidelines to everyone with their utility <br />billing. <br /> <br />Councilmember Maschka again questioned the <br />administrative costs. <br /> <br />Mr. Miller advised that staff would recommend continuing <br />a form of affidavit to simplify administrative costs. <br /> <br />Councilmember Kough again spoke against the motion, <br />opining that the City Council was doing a terrible injustice <br />by eliminating the discount program to all senior citizens, <br />regardless of income; and referred to the table provided by <br />staff that surveyed other communities and their programs. <br /> <br />Mayor Kysylyczyn, while not convinced it was the role of <br />government, this motion was moving the Council and City <br />in the right direction, and spoke in favor of the motion; <br />and referenced the same survey, opining that a number of <br />communities offered no program, while others varied in <br />their subsidy. <br /> <br />Councilmember Schroeder spoke in favor of the motion; <br />opining that it was a worthwhile program with limited <br />administrative costs. <br /> <br />Councilmember Maschka spoke in favor of the motion, <br />while expressing concern about the use of the Federal <br />Poverty guidelines. <br /> <br />Mr. Miller spoke to the guidelines and use of Adjusted <br />Gross Income (AGI) calculations. <br />
