<br />City Council Regular Meeting - 02/13/06 <br />Minutes - Page 10 <br /> <br />Associate position to be brought up to speed during the first <br />six months of training and initiation into the department. <br /> <br />City Manager Beets noted that both support contracts, <br />Agenda Items 4.f and 4.g, were paid out of building permit <br />and plan review fees, not tax monies. <br /> <br />Further discussion included the portion paid by the RV A <br />and mutual use of data and statistics by the R V A and the <br />City. <br /> <br />Councilmember Pust sought clarification of any items that <br />were part of Cathy Bennett's former job description and <br />those items specific to Ms. King's proposal. <br /> <br />Mr. Welsch responded that Ms. King provided training to <br />Ms. Bennett on a number of items addressed in the <br />consulting contract, and would serve the same purpose with <br />the new Associate position. <br /> <br />Councilmember Pust asked how staff determined when <br />Requests for Proposals (RFP's) were utilized and how <br />these consulting contracts were bid. <br /> <br />Mr. Welsch advise that, due to the minimal amount of the <br />consulting contract, the specific expertise sought, and the <br />time consuming process for issuing RFP's, staff determined <br />that it was more prudent not to issue RFP's for minor <br />consulting contracts. Mr. Welsch identified Ms. King's <br />accelerated learning curve with her past community <br />experience; and the stable support provided through her <br />expertise with targeting marketing data; and general <br />business strategies, as well as legislative activity updates <br />and potential impacts to the business community. <br /> <br />Roll Call <br />Ayes: Kough and Ihlan. <br />Nays: Pust; Maschka and Klausing. <br />Motion failed. <br /> <br />Maschka moved, Pust seconded, approval of the 2006 <br />
