<br />City Council Regular Meeting - 02/13/06 <br />Minutes - Page 14 <br /> <br />with the Twin Lakes developer, stating that if the Council <br />so desired, they could renegotiate another agreement with <br />the developer. <br /> <br />Mayor Klausing noted that, at the Council's request, staff <br />was providing consistent and ongoing documentation of <br />developer payments for the Twin Lakes proj ect. <br /> <br />Roll Call <br />Ayes: Kough and Ihlan. <br />Nays: Pust; Maschka and Klausing. <br />Motion failed. <br /> <br />Maschka restated and moved, Pust restated and seconded, <br />approval of the 2006 Service Agreements between the City <br />of Roseville and Barsness Consulting Services, Inc. for <br />administration of current grants and for preparation of <br />applications for future grants; and authorize the Mayor and <br />City Manager to execute the documents, pending review by <br />the City Attorney; with the understanding that all such <br />work will be paid for by the Twin Lakes Development <br />Team; as amended with the not-to-exceed provisions. <br /> <br />Councilmember Ihlan spoke against the motion without <br />escrow fund amendments; and suggest that Rottlund <br />Homes be approached regarding establishing an escrow <br />account to protect all interests. <br /> <br />Roll Call (Original Motion as Amended) <br />Ayes: Pust; Maschka and Klausing. <br />Nays: Ihlan and Kough. <br /> <br />Councilmember Maschka opined that there was no <br />apparent problem, that Rottlund Homes continued to <br />reimburse expenses as outlined; and expressed concern that <br />City representatives were continuing to intimate that they <br />were not fulfilling their obligations as per the contract. <br /> <br />Mayor Klausing Comments <br />Mayor Klausing expressed his disappointment in missing <br />the Human Rights Commission Essay Winners and their <br />
