<br />City Council Regular Meeting - 02/13/06 <br />Minutes - Page 19 <br /> <br />amendments regarding at least the poultry issue. <br /> <br />Discussion included the Council's need for additional <br />information and defining the scope of the problem prior to <br />defining a solution; regulation of specific species or conduct of <br />animals; additional animals not being addressed (i.e., snakes, <br />pigeons, geese); and fecal matter concerns. <br /> <br />Public Comment <br /> <br />Tam McGehee, 77 Mid Oaks Lane <br />Ms. McGehee encouraged the City Council not to assign the <br />study on the Planning Commission level, but to allow people <br />who raise and understand poultry to make a presentation to staff <br />or the study group for a full discussion of boundary issues, <br />pollution, contamination and related concerns. <br /> <br />Gary Reuter, Dept of Entomology, University of Minnesota <br />Mr. Reuter, as a beekeeper on his personal property, as well as in <br />his capacity as a beekeeper at the U of M, noted the extensive <br />honey bee research he'd conducted; the colonies in existence at <br />the corner of Larpenteur and Cleveland Avenues; <br />misconceptions regarding honey bees versus hornets, wasps and <br />yellow jackets; and Supreme Court rulings related to protection <br />of honey bees. Mr. Reuter addressed trespass concerns, <br />restrictions from the perspective of a public and beekeeper <br />standpoint, and reasonable standards and expectations. Mr. <br />Reuter offered his assistance to staff and the City Council with <br />this matter. <br /> <br />Mona Dougherty and son, 3076 Ramline <br />Ms. Dougherty noted that her family had kept chickens and bees <br />for over eight years; and spoke in support of continuing to do so; <br />noting the educational advantages through exposure to both. Ms. <br />Dougherty offered her assistance, and opined that there were a <br />number of people in Roseville raising both chickens and bees. <br /> <br />Tim Bergman, 2581 Irene Street <br />Mr. Bergman noted that he raised chickens, and had a rooster, <br />and had never experienced any problems with his neighbors, due <br />to open communication.
