<br />City Council Regular Meeting - 02/13/06 <br />Minutes - Page 18 <br /> <br />Councilmember Kough commended the Public Works <br />Department for their work. <br /> <br />Maschka moved, Ihlan seconded, approval of the 2006 Public <br />Works Work Plan as presented in the staff report dated February <br />13, 2006. <br />Roll Call <br />Ayes: Kough; Pust; Ihlan; Maschka and Klausing. <br />Nays: None. <br /> <br />9. <br /> <br />Consider Chickens & Bees in Residential Areas <br />Community Development Director Dennis Welsch presented <br />background information and changes in City Code, Section <br />407.02 that needed updating due to the evolution of the <br />community from its former rural nature to it's inner ring, urban <br />nature at this time. <br /> <br />Mr. Welsch noted that City Code currently exempts poultry from <br />being nuisances; doesn't mention bees, which are generally <br />considered an agrarian crop; and noted various staff questions <br />and issues in interpreting code (i.e., If a chicken is not a farm <br />animal, is it a pet or exotic animal? and "How do we administer <br />complaints regarding this issue?) Mr. Welsch noted that staff <br />routinely received a number of complaints regarding chickens <br />and roosters, related to unfounded fear, general noise, smell and <br />the number of chickens kept on site. Mr. Welsch noted that the <br />City of Roseville is one of only a few remaining suburbs not <br />addressing this issue; and noted additional code interpretations <br />related to trespassing and animal waste runoff; and potential <br />serious health problems with children residing near producing <br />bee hives. <br /> <br />Because of the health and safety issues identified in the staff <br />report dated February 13, 2006, staff recommended code <br />amendments adding bees and poultry to the list of farm animals <br />prohibited from being kept or raised in the City, or at a <br />minimum, limiting the number per property (one), establishing <br />conditions requiring enclosures and separation, and defining <br />them as pets to be administered by the Police Department and the <br />Humane Society. Staff further recommended pursuit of <br />additional study by an expert group to provide direction for code <br /> <br />Chickens & <br />Bees in <br />Residential Areas <br />
