Police Department CERT Program (Citizen Emergency Police Department <br />Response Team) CERT Program <br />Police Chief Carol Sletner and Police Sergeant Randy Johnson <br />provided background information related to Community <br />Emergency Response Teams (CERT), a non-traditional, <br />community based volunteer organization designed to prepare for <br />effective disaster response through training and planning. <br /> <br />Sergeant Johnson reviewed various components of the proposed <br />program, including volunteer training; topics for training; new <br />technologies that would enhance former civil defense <br />opportunities; financial implications and anticipated grant <br />funding from the Roseville Community Fund and receipt of <br />funding from Marshall Fields to cover the costs for training and <br />implementation. Sergeant Johnson opined that this program <br />served as a great opportunity to energize and engage the <br />community in a way not done before; and to tap into a group <br />already trained for future activities. <br /> <br />Ihlan moved, Kough seconded, adoption of a Community <br />Emergency Response Team (CERT) as outlined in the staff <br />report dated February 13, 2006. <br /> <br />Mayor Klausing expressed his appreciation for the department <br />taking the initiative for this innovative program; and encouraged <br />all departments to pursue innovative approaches for services and <br />programs. <br /> <br />Councilmember Pust expressed her support of the program, <br />particularly tying it into the existing neighborhood watch <br />coordination groups; and the cooperation of the Cities of New <br />Brighton and Falcon Heights to work together and train our <br />volunteers, observing that disasters weren't city-exclusive. <br />
