<br />City Council Regular Meeting - 02/13/06 <br />Minutes - Page 22 <br /> <br />Roll Call <br />Ayes: Kough; Pust; Ihlan; Maschka and Klausing. <br />Nays: None. <br /> <br />11. <br /> <br />Consider Contract for City Council Team-Building Services <br />City Manager Beets provided a brief overview of previous <br />discussions to improve City Council effectiveness through work <br />style analysis and team building. Mr. Beets noted that he and <br />Councilmember Pust had interviewed four of the seventeen RFP <br />candidates, and were recommending that the City Council <br />contract with Barbara Raye of the Center for Policy, Planning <br />and Performance, in an amount not-to-exceed $6,500 for Steps 1- <br />4 outlined in her RFP; and reviewed the rationale for that <br />recommendation. Mr. Beets noted that Ms. Raye proposed <br />individual interviews with each Councilmembers and use of four <br />different assessment instruments to better learn how each <br />gathered and processed information, communicated and made <br />decisions. <br /> <br />Councilmember Pust concurred with Mr. Beets' comments and <br />the various approaches of the different proposals; and noted her <br />favorable impressions with Ms. Raye' s presentation to the <br />Housing and Redevelopment Authority (HRA). <br /> <br />Councilmember Kough expressed his lack of support for this <br />approach at this time; opining that he preferred to get started on <br />the City's long-term planning and development at the Council <br />level, as well as seeking public input prior to finalization. <br />Councilmember Kough further opined that the City Council <br />didn't need teambuilding and that the citizens would let their <br />elected officials know if and when they were not performing <br />adequately. Councilmember Kough further opined that, "it was <br />premature to hire someone like this to brainwash us; we're not <br />always going to communicate or vote together." <br /> <br />Councilmember Pust expressed concerns with Councilmember <br />Kough's statement and perceptions that someone had the goal of <br />having anything less than individual votes and opinions. <br />Councilmember Pust suggested that citizens of Roseville didn't <br />want 100% agreement on everything and that everyone had a <br /> <br />City Council Team- <br />Building Services <br />
