<br />City Council Regular Meeting - 02/13/06 <br />Minutes - Page 26 <br /> <br />Discussion included the stability of such a process; the norm <br />public accepted by the public for costs of government; self- <br />regulations; interactions between community, councils and staff; <br />challenges of winnowing down to ten or fewer goals; and values <br />of such a process. <br /> <br />Further discussion included community values and/or goals and <br />priorities; when goals become a hardship on a community if a <br />majority of the population is on a fixed income; personnel costs; <br />realities of actual implementation; and the need to parallel-track <br />strategic planning and community visioning. <br /> <br />Councilmember Pust sought additional information from staff <br />regarding what the budget and policy issues involved (i.e., line <br />item versus fund). <br /> <br />Further discussion included outcome based or target budgeting <br />and the need to determine the spending levels; various options <br />proposed by City Manager Beets for Council consideration in <br />creating the 2007 city budget process; adjustments for local <br />conditions; budgeting for outcomes versus "looking in the <br />rearview mirror;" the price of government from a policy-making <br />perspective and public perceptions of that process; and priority <br />discussions. <br /> <br />Staff was directed to tentatively pursue an outcome budgeting <br />approach, considering those items identified in Councilmember <br />Ihlan's memorandum, tonight's corporate discussion, and the <br />requested statutory requirements for periodic Council review of <br />financial policies and controls and return with recommendations <br />for City Council consideration. <br /> <br />14. <br /> <br />Council Discussion of Instant Runoff Voting Ordinance <br />Councilmember Ihlan had requested agenda time for Mr. Bruce <br />Kennedy to discuss his proposed ordinance establishing instant <br />runoff voting for special elections. <br /> <br />Mr. Kennedy provided a Bench Handout packet consisting of a <br />draft ordinance; draft resolution of support for presentation to the <br />Minnesota legislature; and ranked voting education proposals. <br /> <br />Council Discussion <br />Instant Runoff <br />Voting <br />
