<br />City Council Regular Meeting - 02/13/06 <br />Minutes - Page 25 <br /> <br />City Manager Beets respectfully reviewed his conversations with <br />Councilmember Ihlan's friend and the limited information <br />provided. <br /> <br />Roll Call <br />Ayes: Pust; Maschka and Klausing. <br />Nays: Kough and Ihlan. <br /> <br />Mayor Klausing expressed his preference that this would serve <br />as a positive experience; and that while not a unanimous vote <br />that it be given support by the entire Council and by each <br />individual Councilmember; opining the results may be a surprise <br />to all involved. <br /> <br />Staff was directed to solicit available dates of Councilmembers <br />for participation; with Councilmembers Pust, Maschka and <br />Mayor Klausing expressing their availability on the upcoming <br />President's Day Holiday, February 20, 2006. <br /> <br />12. Council Discussion on Planning for the 2007 Budgeting Discussion on <br />Process Planning for the <br />2007 Budgeting <br />AND Process AND <br /> <br />13. <br /> <br />Discuss "Budgeting for Outcomes" <br />Councilmember Ihlan, via Bench Handout dated February 12, <br />2006 and entitled, "Discussion Items - 2007 Budgeting Process," <br />attempted to initiate discussion regarding the budget process. <br /> <br />Discuss <br />"Budgeting for <br />Outcomes" <br /> <br />Mayor Klausing suggested that this discussion be incorporated <br />with City Manage Beets' discussion outline related to budgeting <br />for outcomes based on the co-author David Osborne's 1993 book <br />entitled, "Reinventing Government: How the Entrepreneurial <br />Spirit is Transforming the Public Sector;" and 2004 work with <br />St. Paul resident and author Peter Hutchinson entitled, <br />"Budgeting for Outcomes: Getting the Results We Need in the <br />Age of Permanent Fiscal Crisis." <br /> <br />Mr. Beets reviewed the concepts of the books revolving around <br />four major activities: setting the price of government, setting the <br />goals of government, spreading the price of government across <br />those goals, and buying results. <br />
