City Council Regular Meeting - 02/13/06
Minutes - Page 29

Mayor Klausing was not supportive of an ordinance at this time;
however, would be supportive of a resolution of support; and
expressed his discomfort with adopting something the legislature
may not permit.

Mr. Kennedy sought Council approval for the proposed
resolution of support.

Mayor Klausing directed staff to put the resolution supporting
revised legislation on a future agenda for Council consideration.

15.

Council Discussion of Proposal for a Parking Study Task
Force
Councilmember Ihlan referenced her memorandum dated
February 7, 2006 and entitled, "Proposal for a Parking Study
Task Force," and noted Councilmember Kough's endorsement of
the proposed Task Force with further additions incorporated.

Klausing moved, Maschka seconded, that the City Council refer
the matter to staff, directing them to come back to the City
Council with a report on parking within the community (i.e.,
whether complaints are increasing; if there were common
elements of to fielded complaints; and specific complaints
regarding student housing); and further directed staff to provide
recommendation to the City Council regarding parking
( enforcement and! or code issues) and any other issues as
identified in Councilmember Ihlan' s memorandum of February
7, 2006.

Mayor Klausing opined that Councilmember Ihlan' s outlined
points were good, but the process for a solution was
inappropriate without first seeking additional information and
input from staff, specifically Public Works and Code
Enforcement personnel. Mayor Klausing further opined that, at
that time, the Council would be better-informed as to the need
for a Task Force, or whether appropriate for the Public Works,
Environment and Transportation (PWET) Commission for
further study and recommendations.

Councilmember Kough expressed his concern in the increasing

Discussion of a
Proposal for a
Parking Study
Task Force
