<br /> <br />Long Range Planning and Team Building <br /> <br />Mayor and Council members, <br /> <br />My name is Douglas Root and tonight I am representing the Roseville Citizens League (RCL), a <br />non-partisan, non-profit civic organization with over one hundred members organized under the <br />provisions of IRS 501 (c)(4). <br /> <br />Roseville needs a fresh long range plan fashioned after the Vista 2000 process and resulting <br />Vista 2000 report which was first released in the 1990's and was recently revised in 2003. I <br />suggest that VISTA 2020 should be used as a consistent name for the next Roseville long range <br />planning process. This process will require substantial community input and collecting <br />community input and identifying priorities for Roseville's future are time consuming processes, <br />that should not be rushed to meet arbitrary deadlines. We should begin now to collect <br />community input and to form a community consensus around our shared vision for the future of <br />Roseville. <br /> <br />There is also a need for more efficient and effective deliberation by the city council as is obvious <br />to many observers of council proceedings. It seems likely that an effective facilitator could be <br />helpful in improving the function of the city council and providing more effective municipal <br />government. A successful team building program for the current council is an investment that is <br />supported by the Roseville Citizens League. <br /> <br />However, the team building program should not delay the start of a VISTA 2020 long range <br />planning process. Additionally, the long range planning process should not be constrained by <br />the requirement to provide to the Metropolitan Council an updated comprehensive plan in 2008. <br />If the process of assembling community input into a long range plan requires more time than is <br />available before the required comprehensive plan update, then, perhaps, a provisional update to <br />the comprehensive plan should be prepared by staff and counci!, while the on-going VISTA <br />2020 process collects community input. <br /> <br />Tonight, on behalf of the Roseville Citizens League, I call on each of you to support initiating a <br />long range planning process immediately, without waiting for the completion of a team-building <br />program for the council. Further, I request that you identify an appropriate outside facilitator to <br />direct the long-range planning process. Finally, I request that you provide the facilitator with your <br />individual and collective commitment that the results of a Vista 2020 long range planning <br />process will be given the highest consideration when this council takes actions of importance to <br />the future of Roseville. <br /> <br />I appreciate your attention to these concerns as do the members of the Roseville Citizens <br />League and I hope that all Roseville citizens will continue to support our participatory, <br />representative municipal government and this council. <br /> <br />Thank You <br /> <br />Douglas Root <br />Chairman, Roseville Citizens League <br />651-697-9183 <br />
