For the situations where the voter made no choices,
or fewer than the number allowed, the ideal solution
would be to have another oval to fill in on the ballot
which says "no preference" or "no choice in this
column" - or something that would establish that the
undervotewas intentional. That would significantly
reduce the number of ballots that the machine
rejects and would lighten the load on the election
judge who has to read the scripts.

Until then, an appropriate script for an unvoted blank
ballot would say:

In at least one of the races, you didn't vote
for anybody. Was that your intent?

For an unvoted choice, the script could say:

In at least one of the races, you didn't use
all three choices. Was that your intent?
Your second and third choices only count if
your previous choice is eliminated. Making
a second or third choice does not hurt your
first choice.
