<br />City Council Regular Meeting - 02/13/06 <br />Minutes - Page 8 <br /> <br />[8.1 ] <br />Kough moved, Ihlan seconded, adoption of Resolution No. <br />10375 entitled, "A Resolution Approving a Five-Year <br />Extension to the Existing Interim Use Permit for Ramsey <br />County Department of Public Health and First Satellite <br />Household Hazardous Waste Site (PF 3663)." <br /> <br />Roll Call [8.1] <br />Ayes: Kough; Pust; Ihlan and Maschka. <br />Nays: None. <br /> <br />5. <br /> <br />Consider Items Removed from the Consent Agenda <br /> <br />Approve Service Agreement for Economic Development <br />Services with Janna King (former Consent Item 4.f) <br />Councilmember Ihlan opined that if the City Council were <br />going to outsource for consulting services for Economic <br />Development Services, she sought to freeze hiring for the <br />Economic Development Position on any level, pending <br />further study. <br /> <br />Ihlan moved, Kough seconded, to freeze hiring for the <br />Economic Development position on any level; to further <br />study whether the position should be rehired. <br /> <br />Councilmember Ihlan spoke in support of the motion, <br />opining that these proposed agreements, and the upcoming <br />Twin Lakes Consulting Services agreement, provided <br />services in the short-term, and supported a temporary hiring <br />freeze to provide time for further study of the position and <br />department needs. <br /> <br />Mayor Klausing arrived at this point, and Acting Mayor <br />Maschka turned the gavel over to Mayor Klausing; at <br />approximately 6:57 p.m. <br /> <br />Councilmember Kough spoke in favor of the motion; and <br />opined that he was not willing to contract out for all <br /> <br />HHW Site <br />Kent & Larpenteur <br /> <br />Items Removed <br />from the Consent <br />Agenda <br /> <br />Service Agreement <br />Economic <br />Development <br />Services, Inc. <br />Janna King <br />
