Richard Verhagen, 176 Owasso Boulevard South <br />Dr. VerHagen opined how Council meetings should <br />be conducted. <br /> <br />II. Review Agenda Review <br />Mayor Kysylyczyn called for any comments or discussion Agenda <br />on the Consent Agenda. <br /> <br />Councilmember Kough indicated that he would have <br />questions about Consent Agenda Item XI., A., "Accepting <br />a Bid to Replace the Air Conditioning for City Hall and <br />Authorizing Installation." <br /> <br />No other comments were forthcoming. <br /> <br />III. <br /> <br />Presentations <br /> <br />Presentations <br /> <br />A. Internet Protocol Phone System Briefing Internet Protocol <br />Finance Director Chris Miller overviewed the issue, Phone System <br />the nature of tonight's presentation and tonight's Briefing <br />presenters. <br /> <br />Lou Gallagher, of Haigh Todd and Associates, <br />reviewed the telephone study his firm had performed <br />for Roseville, New Brighton, Shoreview and the <br />North Suburban Communications Commission <br />(NSCC). <br /> <br />Ms. Cor Wilson, Executive Director of the NSCC, <br />spoke about the history and advantages of IP <br />telephony. She specifically mentioned Commission <br />cities' interest in joining a scaleable IP telephone <br />system and the reliability of the NSCC institutional <br />network. <br /> <br />Kysylyczyn moved, Maschka seconded, authorizing <br />staff to prepare and distribute a Request for Proposal <br />
