<br />Regular City Council Minutes - 4/28/03 <br />Page 27 <br /> <br />servIce programs. <br /> <br />Mr. Miller summarized those items highlighted in <br />the staff report dated April 28, 2003, to initiate <br />discussions. <br /> <br />Mr. Miller further sought Council direction as to the <br />meeting format, frequency and preference for the <br />amount of detail provided for Council review. <br /> <br />Mr. Miller anticipated that staff was attempting to <br />have a preliminary document to Council by mid-July <br />to allow for timely review prior to the preliminary <br />levy adoption in September of 2003. <br /> <br />Councilmember Schroeder expressed his <br />disappointment in the budget information he <br />received from staff last year, and requested more <br />line-item detail for the 2004 process. <br />Councilmember Schroeder personally requested that <br />he receive two past year actual budgets; the current <br />budget to-date; projected budgets for the next two <br />years; as well as a five year Capital Improvement <br />Fund (CIP) budget as a separate document. <br /> <br />Councilmember Schroeder further addressed the <br />numerous unknowns in projecting a 2004 budget at <br />this time, until legislative action is completed; and <br />expressed his desire for additional public input <br />regarding service levels, use of contingency funds <br />and state impacts. <br /> <br />Mayor Kysylyczyn provided a reprint of a recent <br />article by Governor Pawlenty entitled, "Living <br />within our means." <br /> <br />Mayor Kysylyczyn opined that local government <br />should also live within its means, and expressed his <br />concern that staff had still not provided the detailed <br />budget information he had requested in November of <br />2002 for the 2003 budget; and questioned the <br />
