<br />Regular City Council Minutes - 4/28/03 <br />Page 28 <br /> <br />public's ability to obtain budget information, if <br />Councilmember requests were not addressed. <br /> <br />City Manager Beets asked Mayor Kysylyczyn the <br />process he would like staff to follow. <br /> <br />Mayor Kysylyczyn responded that he was getting to <br />that; and expressed concern that special interest <br />groups appeared to be taking over and encouraged <br />different groups to come forward with budget <br />comments regarding service levels; programs; and <br />allocation of funds. <br /> <br />City Manager Beets asked Mayor Kysylyczyn to <br />give staff a target or a process. <br /> <br />Mayor Kysylyczyn stated he wasn't sure right now; <br />but opined that what the majority of the City Council <br />wanted last year was zero, but staff didn't comply. <br /> <br />City Manager again asked Mayor Kysylyczyn to <br />share a process with staff. <br /> <br />Mayor Kysylyczyn stated that he wanted a detailed <br />line- item budget. <br /> <br />City Manager Beets stated that staff had provided <br />that to Mayor Kysylyczyn last December, but had <br />heard that it didn't meet Mayor Kysylyczyn's needs. <br /> <br />Mayor Kysylyczyn alleged that the detailed budget <br />hadn't shown up; that was his issue. <br /> <br />Ci ty Manager Beets advised that each department, <br />each program, and each project is different and <br />analyzed differently; and that was the information <br />that had been produced by staff for Council's benefit <br />last fall. <br /> <br />Continued discussion between Mayor Kysylyczyn <br />and City Manager Beets ensued. <br />
