<br />Regular City Council Minutes - 4/28/03 <br />Page 32 <br /> <br />Councilmember Klausing opined that, while the City <br />Manager produces the budget, Councilmembers <br />can't just criticize the document without providing <br />adequate direction. <br /> <br />Mayor Kysylyczyn quoted Statute 412.71, with <br />additional comment by City Attorney Anderson. <br /> <br />Mayor Kysylyczyn again opined that, until the <br />legislature recessed in mid-May and public input was <br />received, there was no further direction the Council <br />could provide to staff. Mayor Kysylyczyn <br />summarized his personal position to keep taxes even, <br />zero or reduced, depending on state cuts; but was <br />open to the idea of adjusting income for maintenance <br />needs at the Public Safety and Public Works <br />buildings, as supported by the public vote. Mayor <br />Kysylyczyn stated his preference for the budget <br />format presented as a chart showing the 2002, 2003 <br />approved and expenditures to-date; and 2004 <br />proposed budget. <br /> <br />Mayor Kysylyczyn opined that members of the <br />Council had personal preferences in the amount of <br />detail they preferred, but was concerned about <br />hearing the rhetoric of micro-managing. <br /> <br />Councilmember Schroeder asked for comment from <br />Councilmembers Maschka, Klausing and Kough. <br /> <br />Councilmember Klausing opined that he looked to <br />the professional staff to provide the best numbers <br />possible; and that he has always been provided with <br />the information at his level of expectation; and <br />looked to the professional staff to guide him as a <br />citizen legislator; at which point he would review the <br />material and make a decision. Councilmember <br />Klausing stated the only unknown for him was the <br />state legislative issue. <br /> <br />Councilmember Schroeder opined that staff was <br />
