<br />Regular City Council Minutes - 4/28/03 <br />Page 31 <br /> <br />equipment and CIP. <br /> <br />Mr. Anderson opined that, following the Department <br />Head's preferences, the philosophical part of cutting <br />and making decisions as to service levels and <br />staffing refinements ensued. Mr. Anderson further <br />opined that he would anticipate the Council needing <br />to meet with each department over several full days <br />to determine where allotments would need <br />adjustment. <br /> <br />Mayor Kysylyczyn concurred with the scenano <br />outlined by City Attorney Anderson. <br /> <br />Mr. Anderson further stated that it was normal for <br />counties to put together a separate \ Capital <br />Improvement Projects (CIP) budget document each <br />year for a five-year period; at which point the <br />Council could fine tune that document. Mr. <br />Anderson advised that he would anticipate a "huge" <br />book coming to each Councilmember with each <br />department highlighted; and opined that it appeared <br />that there needed to be reconciliation between <br />Council and staff as to the process in who was <br />responsible for making the cuts. <br /> <br />Councilmember Klausing concurred with City <br />Attorney Anderson's comments and the defined <br />process; and opined that he was satisfied with the <br />documents provided by staff to Council last year, <br />and further opined that it was up to Councilmembers <br />to make the decisions; and alluded to the Council not <br />providing clear direction to staff until the end of the <br />process last year. Councilmember Klausing <br />expressed his frustration regarding the process and <br />an illusive solution. <br /> <br />Mayor Kysylyczyn opined that by law, the City <br />Manager was responsible for producing a budget; so <br />he had no philosophical disagreement on that point. <br />
