<br />Regular City Council Minutes - 5/12/03 <br />Page 11 <br /> <br />cooperation between both parties to achieve their <br />respective goals; and was not in support of exclusive <br />locations for either party. Councilmember Maschka spoke <br />to the length of time U.S. Bench had been operating within <br />the City. <br /> <br />Councilmember Kough spoke of his recent observance of <br />benches/shelter use; recognized the length of time U.S. <br />Bench had operated in the City; and spoke against <br />regulations requiring U. S. Bench to remove existing <br />benches. Councilmember Kough commented on possible <br />ordinance amendment regarding co-location benches <br />and/or shelters; his desire to hear the comments of the <br />Metropolitan Transit representative in attendance at <br />tonight's meeting; expressed concern regarding national <br />versus local advertising participants; and was pleased that <br />the Ii tter issue around benches was being addressed. <br />Councilmember Kough further expressed concern <br />regarding bench and/or shelter locations not having <br />concrete pads and recommended that be a ci ty <br />requirement; and encouraged the companies to work <br />closely in maintaining the areas. <br /> <br />Councilmember Klausing expressed his preference for <br />siting benches and/or shelters based on ridership needs <br />rather than the desires of the companies; whether in high <br />or low-traffic areas; residential or commercial areas; space <br />available and right-of-way practicalities; and looked <br />forward to hearing from the Metropolitan Council <br />representative on their experience in siting. <br /> <br />Councilmember Maschka sought clarification prior to <br />Council decision-making on which sites remained In <br />controversy between the parties. <br /> <br />Councilmember Kough opined that shelters and benches <br />were not just used for riders of mass transit, but as <br />convenient resting areas for pedestrians. <br /> <br />Rich Rovang, Metropolitan Transit Director Engineering <br />and Facilities <br />
