<br />Regular City Council Minutes - 5/12/03 <br />Page 16 <br /> <br />Mayor Kysylyczyn commented on the additional $8,018 <br />for salaries in the Recreation Fund, and questioned why <br />programming and/or overtime wages were not scaled back <br />to prevent this necessary additional appropriation. <br /> <br />Mr. Miller recognized the validity of Mayor Kysylyczyn's <br />comments, stating that staff does take their department <br />budget restraints seriously, with monthly reviews and <br />adjustments, but with budget preparation required so far in <br />advance, it was not always possible to accurately project <br />each line item. Mr. Miller advised that given the <br />adjustment in the 2003 budget, this item is being <br />significantly addressed in the 2004 budget to eliminate a <br />recurrence. <br /> <br />Mr. Miller further advised that all other monies for the <br />department had been exhausted, and given the General <br />Fund reserve surplus of $100,000, the only option <br />available. <br /> <br />Mayor Kysylyczyn requested clarification on the source of <br />the revenue surplus, particularly in the Community <br />Development Fund, and why the additional appropriation <br />was not taken from surplus building permit fees. Mr. <br />Miller advised that, prior to his hire by the City, the <br />monies were pooled in the General Fund, actually <br />represented a combination of surplus fee revenue, with a <br />portion coming from building permit fees. <br /> <br />Mayor Kysylyczyn noted the approximately $100,000 left <br />in General Fund reserves as a source in accommodating <br />the 2003 budget shortfall, thereby reducing the need to <br />consider reducing services and! or personnel. <br /> <br />Mr. Miller clarified that the money would automatically <br />go into Reserve Funds unless the Council took specific <br />action otherwise. <br /> <br />Mayor Kysylyczyn individually directed Mr. Miller to <br />place the reallocation of $100,000 in Reserve Funds on a <br />
