Regular City Council Minutes - 5/12/03
Page 8

Mayor Kysylyczyn opened the Public Hearing at 7:49 p.m.
and closed it promptly; with no one appearing for or
against.

Councilmember Klausing sought clarification regarding
potential conflicts with City Police Officers investigating
incidents or performing compliance checks on the
premises, and their potential membership in the applicant
organization, Suburban Law Enforcement Association
(S.L.E.A.), as addressed in the staff report dated May 12.
2003.

Finance Director Chris Miller briefly commented that
staffs initial concerns had been alleviated after
discussions with the State of Minnesota and the State's
comments. Mr. Miller advised that the State had dealt
with other groups regarding this precedence; and further
stated that currently only one (1) Roseville Police Officer
was a member of the organization and that he would not
be assigned to investigate S .L.E.A.

Mayor Kysylyczyn opined that potential conflicts could
result in various forms with numerous organizations, but
that enforcement issues were in the state's domain, not the
City's.

Councilmember Kough asked the applicant and President
of the S.L.E.A., Joan Schauer, for clarification as to the
location of the pull-tab sales related to family dining areas
and potential exposure of children to the gambling
enterprise.

A brief review of the facility's interior and proposed
locations, as included in the Council packet, was
addressed by staff and the applicant.

Roll Call
Ayes: Maschka, Kough, Klausing, Schroeder, and
Kysylyczyn.
Nays: None.
