<br />Regular City Council Minutes - 5/12/03 <br />Page 8 <br /> <br />Mayor Kysylyczyn opened the Public Hearing at 7:49 p.m. <br />and closed it promptly; with no one appearing for or <br />against. <br /> <br />Councilmember Klausing sought clarification regarding <br />potential conflicts with City Police Officers investigating <br />incidents or performing compliance checks on the <br />premises, and their potential membership in the applicant <br />organization, Suburban Law Enforcement Association <br />(S.L.E.A.), as addressed in the staff report dated May 12. <br />2003. <br /> <br />Finance Director Chris Miller briefly commented that <br />staffs initial concerns had been alleviated after <br />discussions with the State of Minnesota and the State's <br />comments. Mr. Miller advised that the State had dealt <br />with other groups regarding this precedence; and further <br />stated that currently only one (1) Roseville Police Officer <br />was a member of the organization and that he would not <br />be assigned to investigate S .L.E.A. <br /> <br />Mayor Kysylyczyn opined that potential conflicts could <br />result in various forms with numerous organizations, but <br />that enforcement issues were in the state's domain, not the <br />City's. <br /> <br />Councilmember Kough asked the applicant and President <br />of the S.L.E.A., Joan Schauer, for clarification as to the <br />location of the pull-tab sales related to family dining areas <br />and potential exposure of children to the gambling <br />enterprise. <br /> <br />A brief review of the facility's interior and proposed <br />locations, as included in the Council packet, was <br />addressed by staff and the applicant. <br /> <br />Roll Call <br />Ayes: Maschka, Kough, Klausing, Schroeder, and <br />Kysylyczyn. <br />Nays: None. <br />
