<br />Regular City Council Minutes - 6/02/03 <br />Page 26 <br /> <br />Kysylyczyn's comments. <br /> <br />Mayor Kysylyczyn sought a legal opInIon from City <br />Attorney Squires regarding the legal powers of the HRA; <br />with City Attorney Squires responding those powers were <br />broader than the City's powers; and they can acquire <br />properties when appropriate circumstances existed. <br /> <br />Schroeder withdrew his amendment to the motion. <br /> <br />Kysylyczyn moved, Schroeder seconded, referral of this <br />property to the City's HRA. <br /> <br />Mayor Kysylyczyn asked if staff needed a deadline <br />included in the motion; with Mr. Welsch responding <br />affirmatively, advising that the HRA met on June 17, <br />2003. <br /> <br />Councilmember Klausing asked that the Mayor's motion <br />reflect clear direction to the HRA. <br /> <br />Following further discussion, Mayor Kysylyczyn outlined <br />his options for the HRA's consideration: <br />1) The problem should be addressed by the property <br />owner without government involvement; <br />2) The Fire Department should be contacted for a <br />controlled bum; <br />3) The HRA should work with Mr. Guptil to discuss <br />options to assist in his redevelopment of his <br />property as desired; and assist in working to <br />remove obstacles for that development; and <br />4) Look at the condemnation issue, with a legal <br />opinion sought from Mr. Casserly as the HRA's <br />legal counsel and the impact to the property owner. <br /> <br />Ayes: <br />Nays: <br /> <br />Roll Call <br />Schroeder, Klausing, Maschka and Kysylyczyn. <br />None. <br /> <br />Mayor Kysylyczyn encouraged Mr. Guptil to work with <br />staff to remediate this property; and staff was requested to <br />
