Mr. Soler further advised that several <br />of the options, allowing for widening and reduction of <br />some boulevard widths, would require additional right-of- <br />way acquisitions. Mr. Soler advised that two critical <br />locations were impacted, no matter which design was <br />chosen: east of Pascal Street (back yards); and through <br />the Lexington Avenue intersection. <br /> <br />Mr. Soler provided daily traffic counts for vanous <br />portions of the project area: <br /> <br />Between Snelling and Hamline Avenues: 12,500 vehicles <br />Hamline to Lexington Avenues: 10,500 vehicles <br />Lexington Avenue to Victoria Street - 9000 vehicles <br />West of Snelling: Greater than 16,000 vehicles <br />County Road B: 7,200 to 10,600 vehicles <br />Lexington Avenue: 13,000 to 17,200 vehicles <br /> <br />Mr. Soler concluded that the County's request of the <br />Roseville City Council, at this time, was to receive <br />Council input to accomplish an agreement on the typical <br />section in order to prepare for informational meetings to <br />receive public input and comment; initiate right-of-way <br />acquisitions as applicable; and compilation of that <br />information for final design preparation. <br /> <br />Mayor Kysylyczyn opined that there were several factors <br />not included in the analysis for a five lane design: <br />1) Emergency vehicle travel from Hamline to <br />Lexington Avenues, and from the East Snelling <br />Service Drive to Hamline Avenue that included a <br />disproportionately large number of emergency <br />vehicles due to the location of those vehicles <br />leaving the City campus; <br />2) Bikers usually use shoulders, not paths due to the <br />number of accidents that occur on the pathways; <br />3) Whether there was enough pedestrian traffic <br />volume to warrant sidewalks on both sides of the <br />roadway; and <br />4) A configuration issue with the homes on the north <br />side of County Road C from Pascal to Hamline <br />
