Regular City Council Minutes - 6/02/03
Page 3

and right-of-way. Mr. Soler further advised that several
of the options, allowing for widening and reduction of
some boulevard widths, would require additional right-of-
way acquisitions. Mr. Soler advised that two critical
locations were impacted, no matter which design was
chosen: east of Pascal Street (back yards); and through
the Lexington Avenue intersection.

Mr. Soler provided daily traffic counts for vanous
portions of the project area:

Between Snelling and Hamline Avenues: 12,500 vehicles
Hamline to Lexington Avenues: 10,500 vehicles
Lexington Avenue to Victoria Street - 9000 vehicles
West of Snelling: Greater than 16,000 vehicles
County Road B: 7,200 to 10,600 vehicles
Lexington Avenue: 13,000 to 17,200 vehicles

Mr. Soler concluded that the County's request of the
Roseville City Council, at this time, was to receive
Council input to accomplish an agreement on the typical
section in order to prepare for informational meetings to
receive public input and comment; initiate right-of-way
acquisitions as applicable; and compilation of that
information for final design preparation.

Mayor Kysylyczyn opined that there were several factors
not included in the analysis for a five lane design:
1) Emergency vehicle travel from Hamline to
Lexington Avenues, and from the East Snelling
Service Drive to Hamline Avenue that included a
disproportionately large number of emergency
vehicles due to the location of those vehicles
leaving the City campus;
2) Bikers usually use shoulders, not paths due to the
number of accidents that occur on the pathways;
3) Whether there was enough pedestrian traffic
volume to warrant sidewalks on both sides of the
roadway; and
4) A configuration issue with the homes on the north
side of County Road C from Pascal to Hamline
