<br />Regular City Council Minutes - 6/02/03 <br />Page 33 <br /> <br />several applicants came to the podium, and asked that the <br />Council review their code, citing that no other counties or <br />cities had a quota on the number of establishments. <br /> <br />Discussion ensued regarding licensing and certification <br />requirements for training facilities, establishments and <br />individuals working within that particular industry. <br /> <br />City Attorney Squires recommended that the City review <br />ordinances from neighboring communities, and attempt to <br />establish education standards from a national organization <br />or degree from a school (i.e., accreditation requirements <br />for schools; certification for individuals; and licensing of <br />establishments), rather than to control the legitimacy of <br />the establishments through controlling the number <br />permi tted. <br /> <br />Further discussion ensued regarding defining state <br />requirements, applicable associations and agencies, and <br />uniform industry standards in an effort to ensure no <br />groups are excluded, but that they are legitimate entities. <br /> <br />Mayor Kysylyczyn recommended that while in the <br />process of amending Chapter 309 of the City Code, the <br />fees be reviewed to incorporate actual expenses for Police <br />Department investigation and background checks; and <br />separated into a separate ordinance or resolution <br />consistent with other code revisions made in recent <br />months. <br /> <br />Councilmembers concurred with City Attorney Squires <br />recommendation for his and staff s review of the issue <br />and drafting of an ordinance for a first reading. <br /> <br />Mayor Kysylyczyn reviewed the process of the proposed <br />revision to City Code related to massage therapy <br />establishments; and encouraged the applicants present at <br />the meeting to attend the future meeting, or provide <br />written comment, in order to continue as active <br />participants in the process. <br />
