Regular City Council Minutes - 6/02/03 Page 33 several applicants came to the podium, and asked that the Council review their code, citing that no other counties or cities had a quota on the number of establishments. Discussion ensued regarding licensing and certification requirements for training facilities, establishments and individuals working within that particular industry. City Attorney Squires recommended that the City review ordinances from neighboring communities, and attempt to establish education standards from a national organization or degree from a school (i.e., accreditation requirements for schools; certification for individuals; and licensing of establishments), rather than to control the legitimacy of the establishments through controlling the number permi tted. Further discussion ensued regarding defining state requirements, applicable associations and agencies, and uniform industry standards in an effort to ensure no groups are excluded, but that they are legitimate entities. Mayor Kysylyczyn recommended that while in the process of amending Chapter 309 of the City Code, the fees be reviewed to incorporate actual expenses for Police Department investigation and background checks; and separated into a separate ordinance or resolution consistent with other code revisions made in recent months. Councilmembers concurred with City Attorney Squires recommendation for his and staff s review of the issue and drafting of an ordinance for a first reading. Mayor Kysylyczyn reviewed the process of the proposed revision to City Code related to massage therapy establishments; and encouraged the applicants present at the meeting to attend the future meeting, or provide written comment, in order to continue as active participants in the process.
