<br />Regular City Council Minutes - 6/02/03 <br />Page 5 <br /> <br />agreed to forego the shoulder in order to narrow the <br />footprint, even though it provided an alternative for <br />bikers. Councilmember Klausing was very supportive of <br />the landscaped median to provide visual amenities to <br />compensate for the remaining power transmission towers. <br /> <br />Further discussion included bike and vehicular traffic <br />segregation; intersection turn lanes; materials for <br />boulevard enhancement; <br /> <br />Councilmember Schroeder opined that, even though he <br />would prefer a three lane, the five lanes looked more <br />feasible considering the traffic counts; and recommended <br />an 8' 10' pathway width to allow for more efficient <br />truck plowing and maintenance. <br /> <br />Mr. Soler expressed his appreciation to the Council for <br />their input and comments, and advised he would work <br />with staff to schedule the public information meetings; <br />and return to the City Council with revised drawings that <br />reflected Council and citizen comments, prior to the final <br />design coming before the Council. <br /> <br />Mayor Kysylyczyn asked that, given that this section of <br />County Road C provided a major outlet for Police and <br />Fire emergency vehicles, that those staff people be <br />included in the decision-making process in the early <br />stages. <br /> <br />B. <br /> <br />Consider Roseville Properties' Development Concept <br />for Twin Lakes, Tax Increment Financing (TIF) <br />Application and Eminent Domain Requests (PF 3232) <br />Community Development Director Dennis Welsch <br />introduced the subject and impacts of not having received <br />Special Legislation for Tax Increment Financing (TIF), <br />creating a need for other financial alternatives.
