<br />Regular City Council Minutes - 6/02/03 <br />Page 6 <br /> <br />Mr. J ohannson briefly reviewed the history of the proj ect, <br />and summarized the proj ect components, including <br />Master Plan modifications; impact of not receiving <br />Special legislation and the need for other financial <br />alternatives; public improvements; land control and use of <br />eminent domain; and contamination and Environmental <br />Protection Agency (EPA) grant coordination. <br /> <br />Mr. Johannson requested Council direction before <br />proceeding further, particularly related to 1) land use; and <br />2) discussion of the city's willingness to use eminent <br />domain and condemnation procedures if required. <br /> <br />Mr. Johannson provided a bench handout outlining the <br />proposed project area; current concept site plan; and those <br />parcels acquired by the developer, and those remaining <br />for acquisition. <br /> <br />Mr. Johannson reviewed contamination Issues on the <br />property; commercial development marketing <br />capabilities; and Master Plan modifications to-date as <br />they related to the amendment to the Comprehensive <br />Plan. <br /> <br />Mr. Johannson sought Council comment on their <br />receptiveness to several interested parties for the draft <br />Memorandum of Understanding (MOU) requirement for <br />one user to access over 45,000 square feet (i.e., Costco; <br />movie theater with stadium seating); and requested <br />guidance from the Council as to whether they would <br />consider other options if Costco determined the site was <br />not feasible for their use due to parking constraints. <br /> <br />Mayor Kysylyczyn interrupted the presentation at 7: 10 <br />p.m. to request audience comment regarding any items on <br />the Consent Agenda, recognizing the Agenda <br />amendments previously discussed. There were no <br />comments from the audience; and discussion ensued <br />regarding Mr. Johannson's presentation up to this point. <br /> <br />Councilmember Maschka requested comment from City <br />
