<br />Regular City Council Minutes - 6/02/03 <br />Page 9 <br /> <br />opInIng that this type of proj ect presented in the <br />developer's Concept Plan, is probably the only type of <br />project that will be marketable in today's market. <br /> <br />Councilmember Maschka addressed the money spent to- <br />date by the City and developer in preliminary project <br />development; and opined that this concept has validity in <br />this particular area, using "big box retail" as the driving <br />engine. Councilmember Maschka expressed favorable <br />comments regarding the type of retail represented with <br />the Costco firm; outlining the favorable hours and pay <br />scale for employees; housing needs provided for; and <br />products for sale more choice than other "big box <br />retailers" might provide. <br /> <br />Mayor Kysylyczyn concurred with Councilmember <br />Maschka's comments. <br /> <br />Councilmember Schroeder expressed his continued <br />concerns regarding "big box retail" and whether that was <br />the only option to draw people into the area. <br /> <br />Councilmember Klausing concurred with Councilmember <br />Maschka's assessment of the Council's need to be <br />sensitive to economic conditions; but supported the need <br />to achieve the long-term goals of the Twin Lakes Master <br />Pian and the Comprehensive Plan. Councilmember <br />Klausing expressed concern that the concept plans <br />continue to move further away from the original proposal <br />that he had supported. <br /> <br />Further discussion included the financial issue for the <br />project as it related to fiscal disparities and recent tax <br />changes; tax increment financing (TIF) for soil <br />corrections on the project site, no matter what type of <br />development. <br /> <br />Mayor Kysylyczyn supported the use of TIF on the <br />project site for correct blighted buildings and soil <br />condition issues. <br />
