Regular City Council Minutes - 6/02/03
Page 10

Councilmember Klausing opined that while he supported
TIF in theory, it may not be a useful tool for this
particular proj ect.

Councilmember Maschka opined that any redevelopment
in this area will require some use of TIF given the
infrastructure and utility needs; and to address the
Brownfield's issues.

Councilmember Schroeder opined that he was in favor of
the use of TIF only for clearing contamination, and for no
other uses.

Councilmember Maschka asked if Councilmember
Schroeder were not supportive of the use of TIF for roads
and utilities; with Councilmember Schroeder responding
negatively, opining that roads and utilities should be
supported by development itself, unless there were soil
contamination issues needing to be addressed.

Councilmember Maschka advised that in using TIF, it
potentially gets charged back to the developer, not the
en tire city.

Mayor Kysylyczyn spoke in support of the use of TIF for
the main roadway; but spoke against the use of TIF for
business parking lots.

Mayor Kysylyczyn sought clarification from Community
Development Director Welsch and Mr. Johannson
regarding whether enough information had been provided
to staff and the developer to proceed with drafting a
Memorandum of Understanding (MOU) for Council
presentation on June 16, 2003.

Mr. Johannson opined that he had received sufficient
feedback from the Council to proceed and tonight's
discussion had provided him with a perspective on how to
proceed. Mr. Johannson referenced the percentage of
properties assembled to-date by the developer
(approximately 62%), without government assistance.
