<br />City Council Regular Meeting - 02/27/06 <br />Minutes - Page 21 <br /> <br />Discussion included location of lot lines; removal of existing <br />home with construction of two new homes; notice to <br />neighborhood provided; and tree preservation proposals. <br /> <br />Mayor Klausing opened and closed the Public Hearing at 7 :42 <br />p.m., with no one appearing for or against. <br /> <br />[8.1] <br />Maschka moved, Kough seconded, approval of Cheng Zheng for <br />a two lot minor subdivision of property located at 2291 County <br />Road B, subject to the comments of Section 4 and the findings <br />and conditions listed in Sections 5 and 6 of the project report for <br />Council Action dated February 27, 2006. <br /> <br />Councilmember Ihlan spoke in opposition to the motion, while <br />recognizing that the request didn't create an odd lot; and <br />reiterated her preference for a moratorium at this time to allow <br />time for additional study of issues related to subdividing <br />properties. <br /> <br />Councilmember Kough, while sharing Councilmember Ihlan's <br />concerns; spoke in support of the motion under current <br />ordinance. <br /> <br />Roll Call [8.1] <br />Ayes: Kough; Pust; Maschka and Klausing. <br />Nays: Ihlan. <br /> <br />8. <br /> <br />Consider a Resolution on Instant Runoff Voting <br />Mr. Bruce Kennedy was present with a proposed resolution <br />supporting legislative authority for cities to use alternative voting <br />systems in future special elections. <br /> <br />Mayor Klausing noted that tonight's proposed resolution <br />language differed from that previously presented. <br /> <br />Mr. Kennedy noted that the original language had been modified <br />following previous discussions and comments. <br /> <br />Discussion included public preferences for the Primary Elections <br />process; maintenance of a majority vote process; costs; signage <br /> <br />Resolution 10380 <br />Instant Runoff <br />Voting <br />
