<br />City Council Regular Meeting - 02/27/06 <br />Minutes - Page 28 <br /> <br />Mr. Kysylyczyn questioned the City Council's lack of in-depth <br />discussion as to the status and future of the site; future expense <br />for maintenance of the site (i.e., grading, fencing, and other <br />corrections); and questioned whether this was the best and <br />highest use for this land, or should it be a transfer site or used as <br />a soccer field. Mr. Kysylyczyn opined that these were policy <br />questions needing to be addressed by the City Council. Mr. <br />Kysylyczyn further noted the changes to the refuse hauler <br />industry and requirements for them to provide leaf pick up. Mr. <br />Kysylyczyn also questioned if the City had referred this item to <br />the City's PWET for their recommendation. <br /> <br />Ihlan moved, Pust seconded, authorizing purchase of a used <br />compost aeration unit from Apollo Equipment, after verifying <br />the condition, and transport of the unit to the City, at a total cost <br />not to exceed $40,000.00. <br />Roll Call <br />Ayes: Kough; Pust; Ihlan; Maschka and Klausing. <br />Nays: None. <br /> <br />12. <br /> <br />Staff Report on Parking <br />City Manager Neal Beets summarized staffs comprehensive <br />written review of parking issues, as requested by the City <br />Council at their February 13, 2006 Council meeting. <br /> <br />Ci ty Manager Beets highlighted three points: <br />1) In staffs review, it became apparent that there was no <br />evidence of an increase in complaints to the Police and/or <br />Community Development Departments; complaints <br />appeared stable, including parking complaints. <br />2) Current City code has numerous provisions regarding <br />parking, arising over the course of years as complaints <br />were brought forward to the City Council and staff; with <br />solutions tried to resolve those issues, and eventually <br />falling into certain sections and codified in City Code as <br />applicable. <br />3) Experience has proven that while attempts were made to <br />achieve equilibrium, there was seldom found unanimity or <br />consensus in the community regarding parking issues. <br /> <br />City Manager Beets provided staff s recommendation that a <br /> <br />Staff Report on <br />Parking <br />
