<br />City Council Regular Meeting - 02/27/06 <br />Minutes - Page 29 <br /> <br />comprehensive review of the City's parking be undertaken at this <br />time; pending upcoming goal-setting, and if evidenced that this <br />was a priority consensus, then staff time and resources be <br />dedicated at the Council's direction. <br /> <br />Councilmember Pust opined that this item, as well as the earlier <br />item on the Traffic Safety Committee, appeared to be inter- <br />related; and suggested future action be considered after the <br />PWET provided their recommendations on the Traffic Safety <br />Committee, and possibly be discussed as part of a goal-setting <br />Issue. <br /> <br />Councilmember Kough opined that this was a long-term <br />planning issue. <br /> <br />Public Comment <br /> <br />Daniel Shiely, 720 West County Road B <br />Mr. Shiely spoke in opposition to the City sending staff to Texas <br />to look at the compost equipment; spoke in support of a "break <br />even" analysis for waste disposal to determine city involvement <br />in that business; and noted that, as he'd proposed to the PWET, <br />substantial savings could be realized by the City if no parking <br />were allowed on City streets in the winter. Mr. Shiely <br />encouraged added diligence in reducing costs and increasing <br />revenue to perpetuate the community. <br /> <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn questioned why the City Council had not <br />referred this to the Planning Commission or the PWET, rather <br />than wasting valuable Council time discussing the issue. <br /> <br />Daniel Shiely, 720 West County Road B <br />Mr. Shiely, in reference to his previous comments, advised <br />Councilmembers that he had detailed minutes and reams of <br />information available from his personal study of the issues, and <br />offered them to the City for their use. <br /> <br />Mr. Shiely also opined that the City's Code Enforcement Officer, <br />Rick Talbot, was the finest public administrator he'd ever <br />encountered. <br />
