<br />City Council Regular Meeting - 02/27/06 <br />Minutes - Page 36 <br /> <br />information on the budgeting process later this week, and had no <br />valuable input regarding the process at this time. <br /> <br />Mayor Klausing, while somewhat skeptical as to the timing for <br />public input, was open to the suggestion for Town Hall meetings. <br /> <br />Mayor Klausing directed staff to tentatively plan two Town Hall <br />meetings in April or May, with a block of time dedicated to <br />public input and comment on the City Council budget and levy- <br />setting concerns and policy-making priorities. <br /> <br />Councilmember Ihlan requested additional notice be provided to <br />the public. <br /> <br />Councilmember Pust proposed that the City Council engage <br />citizens in an organized process for community visioning by <br />inviting residents to participate, listening respectfully to their <br />input, and responding to their identified needs. Councilmember <br />Pust opined that this would assure that the Council is well- <br />advised and on track to effectively and efficiently guide the <br />accomplishment of the City's business. <br /> <br />Councilmember Pust had extensively reviewed the Vista 2000 <br />process, its values and shortcomings; had held personal phone <br />interviews with former Consultant, Carl Neu; and had prepared <br />an outline for her proposal for public and City Council reaction. <br /> <br />Councilmember Pust outlined six proposed subcommittees <br />(Economic Vitality; Housing; Recreation/Leisure; Public <br />Safety/City Infrastructure; Transportation; and Environmental <br />Concerns). Councilmember Pust outlined proposed leadership, <br />membership, projected deliverables from each subcommittee; <br />outlined the number of meetings, and their respective timelines; <br />and the role for facilitators, whether volunteer and/or paid. <br />Councilmember Pust noted the need to balance all city interests, <br />not just those of particularly vocal groups to avoid special <br />interest groups; and addressed the changes in technology and <br />government since the original Vista 2000 study in 1992. <br />Councilmember Pust noted the need for a facilitator to compile <br />the final report from the various subcommittees. <br />
