<br />City Council Regular Meeting - 02/27/06 <br />Minutes - Page 37 <br /> <br />Councilmember Ihlan opined the need to model the new study <br />after the Vista 2000 process; and her preference to allow the <br />community to brainstorm ideas, without City Council <br />involvement until the final report was provided. <br /> <br />Councilmember Maschka defined the process used in the Vista <br />2000 process, with the City Council involved with other policy <br />makers and committee members in an initial massive meeting, <br />stating their objectives from their respective observations and <br />priority areas; then the citizens "turned loose" with their own <br />staff to pursue those priority areas; with Carl Neu framing it all <br />up into a final product. Councilmember Maschka cautioned that <br />not including the policy-makers in the process initially created a <br />disconnect that may not address all issues and components (i.e., <br />housing and lot splits and their ramifications and consequences <br />among various components). <br /> <br />Councilmember Pust concurred with Councilmember Maschka's <br />background information; and noted that during the 1990' s <br />process, the public needed additional meetings to be educated, <br />but with today' s technological advantages, that would not be as <br />necessary, and could be handled with one inclusive gathering. <br />Councilmember Pust highlighted several of Mr. Neu's <br />observations: he agreed today as he runs these processes <br />throughout the country, he can always predict 6-8 subcommittees <br />and he knows what they will be; that they're always similar. <br /> <br />Mayor Klausing noted the complexity and time commitments, as <br />well as background information and expertise to pursue the <br />process; and questioned the logistics (i.e., who prints and mails <br />agendas; who pays for what; who collects data) and what <br />ramifications would be felt by staff. <br /> <br />Councilmember Pust agreed that staff couldn't be expected to <br />direct the process; noting the need of all available information <br />and data (i.e., Shardlow workshop presentations); and the reality <br />of and need to limit staff time. <br /> <br />Councilmember Pust suggested creation of a steering committee <br />to make decisions and keep the subcommittees on track and <br />accountable; each subcommittee with their own chair, secretary <br />
