<br />City Council Regular Meeting - 02/27/06 <br />Minutes - Page 38 <br /> <br />and role in record keeping. <br /> <br />Counci1member Kough opined the need for community input; <br />but that the City Council attempt to facilitate rather than an <br />outside facilitator. <br /> <br />At the request of Mayor Klausing, City Manager Beets concurred <br />with the discussion points, noting that it was a very 1abor- <br />intensive process; and from staff s point of view, and given staff <br />reductions over the last decade, additional staff meetings and <br />responsibilities were problematic. <br /> <br />Counci1member Ih1an opined the need to look to the Vista 2000 <br />as a model; determine the cost and process; encourage residential <br />participation without Council involvement; and seek community <br />guidance. <br /> <br />Mayor Klausing noted his impressions with the organization, <br />expertise and enthusiasm of the Vista 2000 process; emphasizing <br />the organization evident in the process; the degree of structure <br />and guidance evidenced; and the assignment of a full-time staff <br />person assigned to his specific committee (Housing) during the <br />process. <br /> <br />Counci1member Pust refined her intent that the initial town <br />forums were "walk-in" meetings, but following that, the steering <br />committee appointed people; and provided organization, training <br />and the commitment of those on the various committees. <br />Counci1member Pust suggested pursuing community input and <br />seek 8-10 interested people and develop a standardized <br />application or nomination form. <br /> <br />Counci1member Pust volunteered to pursue the process, with <br />Council consensus, and return with the next group of options <br />(e.g. 15) that need to be accomplished in the process. <br />Counci1member Pust suggested that additional information be <br />gathered as to what was done for the Vista 2000 process; get <br />citizen reaction; and pursue how best to provide organization and <br />support, not control, by the City Council, in the process. <br /> <br />Counci1member Maschka opined that no one on the Council was <br />
