<br />City Council Regular Meeting - 03/13/06 <br />Minutes - Page 11 <br /> <br />Ayes: Maschka; Pust; Ihlan and Klausing. <br />Nays: None. <br /> <br />Thank You to Staff <br />On an unrelated note, Councilmelnber Pust thanked Public <br />Works Director Schwartz and the department for their superb <br />work snowplowing today. Mayor Klausing concurred. <br /> <br />8. <br /> <br />Councilmember Initiatives <br />City Manager Beets expounded on previous discussions held by <br />Councilmembers and possible Councilmember initiative <br />opportunities; potentially through formation of two <br />Councilmembers to sponsor and be responsible and accountable <br />for achieving results for specific initiatives. City Manager Beets <br />provided several suggestions identified from recent discussions <br />(i.e., access issues at the James Addition; updating the VISTA <br />2000 Report; and possible revision of the City's parking code). <br />Mr. Beets suggested this may move the process more efficiently <br />and effectively; with staff serving for clerical needs and public <br />notices. Mr. Beets noted that any action items would need to be <br />referred to the Council as a whole as applicable. <br /> <br />Councilmember Ihlan expressed puzzlement with the City <br />Manager bringing forward these suggestions and questioned <br />whether the City Manager was going beyond his role and realm <br />of authority. Councilmember Ihlan opined that the City Council <br />didn't need permission to move forward with their initiatives. <br />Councilmember Ihlan further opined the need for the City <br />Council to work together as a group. <br /> <br />Councilmember Maschka questioned where the Council stood on <br />their next step in the planning process (i.e., with Consultant <br />Barbara Raye); establishment of priorities and non-priority <br />issues; and opined that he was not troubled by staff bringing <br />forward suggested initiatives. Councilmember Maschka <br />cautioned that the Council couldn't do effective visioning <br />without spending money, but that with a planning process <br />utilized for 10-20 years, the time and resources were more than <br />useful in serving the City. <br /> <br />Councilmember Pust noted the observations of City Manager <br /> <br />Councilmember <br />Initiatives <br />
