<br />City Council Study Session - 03/20/06 <br />Minutes - Page 12 <br /> <br />was more applicable, depending on the number of applicants; <br />and further opined that the make up of the former <br />Commissioners had great value (i.e., legal field, mental health <br />field, and one from outside the community for impartiality); and <br />that all complaints should go to the Ethics Commission with any <br />issues that had a legal or criminal element then be referred to the <br />City Attorney. <br /> <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn provided a Bench Handout entitled, "Ethics <br />proposals; New ideas or current requirements, infringement upon <br />the city attorney, A report by John Kysylyczyn, Mayor of <br />Roseville, 2000-2004, compiled in response to the Klausing <br />memo of 3/14/06;" and summarized its content and his opinions <br />related to the Ethics Commission. Mr. Kysylyczyn questioned <br />the timing of the proposal related to the upcoming Primary <br />Election and questioned whether it was a public policy issue or <br />political issue; and questioned why the Mayor was <br />recommending only three Commissioners rather than five as <br />December 2005 City Council policy addressed with no fewer <br />than five members on a Citizen Advisory Commission unless <br />otherwise addressed by State Statute. <br /> <br />John Goedeke, 2674 Virginia Avenue <br />Mr. Goedeke took issue that Mr. Kysylyczyn was attempting to <br />suggest a hidden political agenda; opining that the Ethics <br />Commission served the citizens of Roseville by providing a layer <br />of government not at the Council level, unless so directed to the <br />Council by the City Attorney. Mr. Goedeke further opined that <br />past members of the Ethics Commission appointees were <br />outstanding and the provision for the entire City staff and all <br />Advisory Commissioners to attend an annual ethics meeting <br />were very worthwhile. <br /> <br />Councilmember Ihlan spoke in support of moving forward with <br />the provisions of the Task Force group, noting that there wasn't <br />an opportunity to implement the proposed rules, as the <br />Commission was abolished. Councilmember Ihlan shared the <br />concern raised regarding the City Attorney serving as the <br />investigator if complaints were brought against Councilmembers, <br />given the City Attorney serving as the Council's Attorney and <br />
