<br />City Council Study Session - 03/20/06 <br />Minutes - Page 11 <br /> <br />Ilecess Ilecess <br />Mayor Klausing recessed the meeting at approximately 7 :24 p.m. <br />and reconvened at 7:30 p.m. <br /> <br />4. <br /> <br />Discuss an Ethics Commission <br />Mayor Klausing summarized his memorandum dated March 14, <br />2006 entitled, "Ethics Commission;" and provided <br />recommendations to the City Council for recreation of the <br />Commission. In reviewing the history of the Commission, <br />Mayor Klausing noted that Resolution No. 8593 remained <br />creating ethics guidelines and creating an Ethics Commission, <br />but a subsequent Council motion had abolished the Ethics <br />Commission. <br /> <br />Mayor Klausing recommended rescinding of Resolution No. <br />8593 and adoption of an ordinance as a more visible and <br />permanent way for creating ethics guidelines and creating a three <br />member Commission, featuring: ethics guidelines similar to <br />those in the former resolution; periodic, mandatory ethics <br />training for all City employees and officials; a three member <br />Ethics Commission to sponsor ethics training and to give advice <br />about the application of ethics guidelines; with ethics complaints <br />still filed with the City Attorney as with current practice, for <br />investigation, with the City Attorney free to seek input from the <br />Ethics Commission to assist his investigation and subsequent <br />report. <br /> <br />Public Comment <br />Douglas Iloot, 2668 N Hamline Avenue <br />Mr. Drews spoke in support of the re-establishment of an Ethics <br />Commission as outlined by Mayor Klausing's memo, with the <br />exception that the City Attorney consults the Ethics Commission <br />about all complaints, even if the Commission had no role, to <br />provide oversight of the process for citizen consideration. <br /> <br />Dick Lambert, 800 Brenner Avenue <br />Mr. Lambert noted that Mr. Drews should be recognized as the <br />Chair of the Roseville Citizens League. <br /> <br />Mr. Lambert requested that current Ethics Commission <br />responsibilities be maintained; opined that five, rather than three <br /> <br />Discuss an Ethics <br />Commission <br />
