Mr. LoBaido
suggested that the RV A become a partner with the City, up to the
$70,000 estimated cost that would be incurred by the City, and
over a three year period, and in compliance with State Statute,
for promotion and marketing of various Parks and Recreation
facilities (i.e., the OVAL) and research costs related to Economic
Development currently performed by the City.

Discussion included estimated costs for street re-signing
($45,000 - 70,000 depending on cost-sharing and replacement of
distressed signs by the County); conversion costs for residents
and business owners for printing, signage and related costs;
potential resistance by residents and/or business owners; benefits
of such a proposal; involvement of community in renaming
efforts of County roads; Historical Society comments; marketing
standards for the OVAL being up to City standards; and
incorporation of the renaming process, particularly on County
Road C, with the reconstruction and streetscape program.

Mayor Klausing indicated there appeared to be a guarded
consensus of support for renaming County Roads in Roseville,
but additional and more specific information was required as to
the process and ramifications.

Staff was directed to work with the RV A in providing additional
research and information and a more concrete plan for Council
consideration; with regard to community interest and various
levels of support for such a renaming process; neighborhood
impacts; and to provide additional information as to the process
for moving forward with the proposal.

Mr. LoBaido was encouraged to prepare an article for the
Roseville Review with a more formalized explanation for the
public to obtain citizen comment and discussion.

7.

Discuss Paid Time Off (PTO) in Lieu of Vacation and Sick
Leave
Human Resources Manager Dona Bacon provided an overview
of a proposed Paid Time Off (PTO) Plan for City employees, a
combined paid leave available under the City's traditional
vacation and sick leave banks into one universal time bank.

Paid Time Off in
Lieu of Vacation
and Sick Leave
