<br />City Council Study Session - 03/20/06 <br />Minutes - Page 6 <br /> <br />would bear. <br /> <br />3. <br /> <br />Discuss Plans of the Mounds View School District to Possibly <br />Rezone and Seek a Planned Unit Development at 2959 <br />Bamline Avenue N (pF 3555) <br /> <br />Cathy Bennett, BRA Executive Director <br />Ms. Bennett introduced this item, noting that the City of <br />Roseville's HRA and Community Development Department staff <br />had provided background information to the Mounds View <br />School District on the City's housing preferences; and noted that <br />some of the School District's proposals were based on those <br />discussions. <br /> <br />John Maas, Mounds View School District Consultant <br />Mr. Maas reviewed the history of the District at 2959 Hamline <br />Avenue, and provided an update on the redevelopment plan. Mr. <br />Maas noted that the School District had recently completed the <br />relocation of their offices formerly housed at the site (to be <br />finalized by June 30, 2006); and over the past two years had been <br />evaluating several proposals for redevelopment of the site, which <br />proposals had been narrowed down to two - both housing <br />options that would require the site to be rezoned from business to <br />residential, with the City's Comprehensive Plan from low- <br />density to medium density residential. Mr. Maas reviewed the <br />current site characteristics, zoning and reviewed environmental <br />investigations to-date to determine the level and extent of <br />contamination prior to the sale of the property for <br />redevelopment. <br /> <br />Mr. Maas reviewed the neighborhood meetings held to-date <br />regarding soil conditions - known and those anticipated; desire <br />of the School District and neighborhood that the site not remain <br />vacant for a lengthy time; and proceedings in the Second <br />Supplemental Phase II Investigation Work Plan prepared by <br />Golder Associates for characterization and definition of <br />contaminates. <br /> <br />Mr. Maas advised that the School District sought City Council <br />input prior to proceeding with environmental remediation and <br /> <br />Mounds View <br />School District to <br />Possibly Rezone and <br />Seek a Planned Unit <br />Development at <br />2959 Hamline <br />Avenue N (PF 3555) <br />
