B. Conduct First Reading of an Ordinance Amending Title Three, Section 309.03, Massage Therapy Establishments Kough moved, Schroeder seconded, approval of the first reading of Ordinance No. 1283 entitled, "An Ordinance Amending Title Three, Section 309.03, Massage Therapy Establishments;" to eliminate the maximum number of massage therapists and massage therapy establishments in the City of Roseville. Finance Director Chris Miller provided a background for this request; advising that at its preference, the City Council could amend the motion to include both first and second readings at this time. Mr. Miller advised that staff had been approached by a number of establishments that would like to see the existing ordinance amended to exclude limiting the number of licenses granted. Mr. Miller advised that staff had notified the existing eight (8) licensees of tonight's meeting. Mr. Miller further advised that staff had performed a survey among other cities showing comparable retail demographics, talked with licensing staff and Police Departments in those removing the limit of those entities licensed. F City Manager Beets advised that staff would continue to do criminal background checks on license applicants.
