Regular City Council Minutes - 06/16/03 <br />Minutes -Page 13 <br />4.0 <br />Kysylyczyn moved, Maschka seconded, adoption of a <br />resolution, approving the issuance of a five-year Interim <br />Use Permit to Western Resources and Watkins Trucking, <br />2650 Long Lake Road, subject to interim use standards for <br />interim use parking, which include a grading plan and <br />proper drainage; packed, dustless gravel; fencing, <br />landscaping screening, ponding as needed, and lighting. <br />The applicant may request the Council to consider <br />renewing the permit during the last 120 days of the five (5) <br />year permit; the Interim Use Permit to be subject to review <br />by the City Attorney as to form and content. <br />Community Development Director Dennis Welsh advised <br />that the since the creation of the staff report, the applicant <br />had overcome their reluctance to invest in reconunended <br />property standards for granting of an Interim Use Permit. <br />Discussion included existing billboard; whether the <br />Interim Use Permit process was the appropriate action; use <br />of trailers and the longevity of their placement on the site; <br />site debris and clean up plans; and the comparisons to the <br />City's Comprehensive Plan and the zoning and uses of this <br />parcel <br />Mr. Bill Elhotz with Western Resources and Karl Dordal, <br />Watkins Motor Lines, Incorporated, 2560 Long Lake <br />Road, were in the audience representing the applicant. <br />Mr. Elhotz provided a brief history of the yard; removal of <br />a berm that was previously available to provide screening <br />from adjacent properties; current grading; expansion and <br />zoning of the property from B-4 to B-6 in 1987; their <br />awareness and ongoing problems with upkeep of the site <br />that is used by people as a dumping site; extension of the <br />property fencing; type of materials handled at the facility; <br />security of and improved logistics in the yard; and their <br />intent to provide a Class 5 gravel base, rather than <br />bituminous surface. <br />Pursuant to <br />Roseville City Code <br />Section 1013.05, <br />OR Request for <br />Interim Use Permit <br />for Western <br />Resources (Watkins <br />Trucking Site) at <br />2560 Long Lake <br />Road (PF 3485) <br />For the record, City Attorney Squires sought clarification <br />
