Regular City Council Minutes - 06/16/03 <br />Minutes -Page 21 <br />affirmed. <br />Mayor Kysylyczyn defined the request for the total <br />impervious surface area covered, not that of the actual <br />pool. <br />Councilmember Klausing clarified that even without the <br />pool or if the addition were smaller, the impervious <br />surface coverage actually related to the pavers, would still <br />be within allotted lot coverage; and sought Mr. Welsch's <br />brief review of the analysis and test for variance <br />consideration as done by the Planning Commission in their <br />assessment. <br />Mr. Welsch advised that Planning consultant, Thomas <br />Paschke, was also available to provide more detail and <br />comments on the Planning Commission deliberations: <br />Mr. Paschke reviewed Sections 5.7 and 5.8 of the staff <br />report dated June 16, 2003 as the essence of the review of <br />determining factors, and listed in detail in Sections 5.9, <br />5.10 and 5.11 with those options considered. <br />Mayor Kysylyczyn recognized those citizens in the <br />audience who wished to comment on this variance request. <br />Doug Wilke, 419 Terrace Drive (across street from <br />applicant) <br />Mayor Kysylyczyn acknowledged the petition received in <br />the Council packet as being identical to the one e-mailed <br />(Bench copies available); with Mr. Wilke responding <br />affirmatively. <br />Mr. Wilke spoke in opposition to the addition of a second <br />story on a rambler and it not being in character with the <br />neighborhood. Mr. Wilke stated that upon finding out the <br />plans of the applicant for the property, he had taken a copy <br />of the proposed plans and canvassed the neighborhood, <br />obtaining approximately 35 names, with 1 signature <br />withdrawn by e-mail, opposing a second story to the <br />home. Mr. Wilke recognized that the neighbors couldn't <br />stop the second story, according to city code, but could <br />
