Regular City Council Minutes - 06/16/03 <br />Minutes -Page 20 <br />required. <br />9.1 <br />Maschka moved, Schroeder seconded, adoption of <br />Resolution No. 10109 entitled, "A Resolution Approving a <br />466 Square Foot (5.2%) Variance to Section 1004.01 A6 <br />(Maximum Total Surface Area) of the Roseville City Code <br />for Property Located at 420 Terrace Drive (PF 3478);" <br />based on the findings in Section 5 and conditions of <br />Section 6 of the project report dated June 16, 2003. <br />Conununity Development Director Dennis Welsh <br />reviewed the request, showing the existing structure and <br />that proposed, including the actual variance request for site <br />coverage only related to a proposed future pool. Mr. <br />Welsh clarified that current code allows fore a two-story <br />structure in an R-1 zoning district; and reviewed the <br />various components of the proposed construction and <br />elevations. Mr. Welsch advised that both the applicant <br />and her architect were in the audience and available for <br />Council comment or question. Mr. Welsh further advised <br />that this single-family home improvement was <br />representative of the plans included in the Rambler Design <br />Program and was architect-designed in response to the <br />owner's needs. <br />Mayor Kysylyczyn reiterated Mr. Welsch's clarification of <br />the variance request under consideration tonight; noting <br />written comment and public concerns received regarding <br />the project not being applicable to the requested Council <br />action (i.e., encroachment concerns and impervious <br />surface issues). Mayor Kysylyczyn recognized the <br />importance of public concern regarding the Rambler <br />Redesign Program and impervious surface issues, but <br />advised- those were discussions for future meetings, not for <br />tonight's request. <br />Councilmember Maschka recognized a resident's option to <br />legally build. an additional story on their home without <br />approval, and sited several examples in the City; and <br />clarified that the only issue before the Council tonight was <br />the 466 square foot variance request; to which Mr. Welsch <br />
